Rationale

Incase a block is not confirmed in the previous epoch, razor go would need to do offchain calculations on occurrence for all data bonds and check whether they need to be reported upon in this epoch.

Implementation

1. This needs to be done on commit state if the block wasn't confirmed in the previous epoch.
2. Before generating the merkle tree, databond calculation has to be done. This can be found in feat: occurrence support oracle-contracts#793
