Wrong directory added to PATH #12

What happened?
As I mentioned in pulsar#1388, I think the wrong directory is being added to the PATH on Windows. We want this to be the subdirectory where pulsar.cmd lives so that an invocation of pulsar resolves to that wrapper script instead of the executable.
