LaMachine Installation failure: fail on Timbl Python bindings

Hi proycon,

I tried a new install of LaMachine with PICCL on my server. It failed on Timbl Python bindings, only. However, TICCL seems not to have been installed and lamachine-list fails as well.

This replicated on the update as well.
