Switch from "latest" to "release"

Currently the PR, nightlies, and release CI jobs are all using a "latest" tag. They should be switched to a "release" one once there is a released version of libponyc-standalone.a

The same applies to using "alpine" rather than "alpine-release" for Dockerfile.
