Make default plugins per channel

Right now i've hacked this into place by making a marshalling plugin to handle it but it should be done inside the plugin manager instead. This adds unneeded latency that does affect the bot's response.

This is mitigated partly be the merging of nfacts and factoids. But is still a good idea. That way the bot could also run a game or DnD group or something.

I've also since added a "default" plugin that just forwards things to another plugin. This lets things work that way as a hack, but it adds latency to the bot that shouldn't be necessary.
