dar-backup v2 beta v. 0.6.20 released

This is a feature and testing release.

What is new:

MANAGER_DB_DIR config parameter to support catalog DBs can be stored away from backups

Uniform startup messages with useful info (more with --verbose)

ConfigSettings now handles optional config params.
