Consider skipping configure when it has no effect

Expected Behavior

• If the daq is configured and the parameters we pass are no change, we should not go through another configure transition

Current Behavior

• It configures again, incurring time penalty

It might be useful to have an option kwarg like force=True in order to force a configure transition, say to have AMI pickup new pedestal files or you have use pycdb to edit something in the database and you want to apply it.
