MCP resources should be included in MCP tool response #141
Description
As a developer we can drop token counts for MCP tool responses by apply MCP resources as part of the tool response.

review adding additional filtering for existing data facets such as category, section, etc towards MCP tools. filtering is technically in place just needs to be activated
