Make a repair/reconciliation test that includes powering off a VM #1810
Description
From #1788, we found our current tests that just killed/restarted downstairs process were not enough to cover what happens when a sled loses power. We should come up with a test framework that will include the hard power off and subsequent reboot and repair to simulate what happens during a sled power loss.
An idea would be to run the downstairs inside a VM, then kill the VM.
