Add timeline component

Use cases:

- Event logs (PI Portal amendments, form state changes)
- Calendar events 
- Feature parity with BUX: https://bux.osu.edu/page-elements/timeline/ 

I don't like the design of their timeline at all - might be good for a marketing site but not a data-driven application.
