Add an OSCAL Assessment Plan generated from Component Definitions

Objective

Add Assessment Plan creation as part of the e2e-demo. This overlaps with and possible duplicates a task defined in oscal-compass/compliance-trestle#1879.

Assumptions

• Dependency/Blocking issues are completed prior to integration

Completion Criteria

• Create an additional e2e-demo-ap for an AssessmentPlan creation and storage (will require maintainer support)
• Update the SSP repo e2e-demo-ssp GitOps automation to push the SSP and Component Definitions to the new AP repo
• Create a GitHub Actions workflow to take Component Definitions from the repo and create an Assessment Plan (see [design] Explore Assessment Plan creation support compliance-to-policy-go#117 as a dependency for this task)
• Update the e2e-demo "home" page with revised diagram including the AP repo
