QFieldSync warns that layer may not be copied, but copies it anyway #672

Description

@gdt

qgis 3.34.15, qfieldsync 4.14.0, NetBSD 10 amd64.

I have a project bounds.qgz, and it has layers TOWNSURVEY_PT and TOWNSURVEY_ARC, which are straightforward shapefiles. Those shapefiles are not in the project directory; they are in some other path next to a bunch of other files from MassGIS. This makes sense, as they are not solely about this project, and they are not my data.

On packaging, I get a warning that they might not be copied. I ignore it and package anyway. I find that in the export dir, the shapefiles are there, as they should be.

I'm not really sure what's going on here. I don't see it as a rule or a hard norm within qgis that projects should not add layer on data stored elsewhere. Copying such datasets, if they are marked copy or offline edit, makes sense, and not copying if marked "remove from project" also makes sense.

This is perhaps related to #653.
