Publish package to Pypi or conda-forge

A question was asked about publishing this package to Pypi.
I would like to use this package as a dependency. This issue will publish the package to either Pypi or conda-forge.
Which do you prefer @chester-leung ?

Hi @lewismc, we're not actively maintaining this package anymore, but PyPI sounds good to me. Feel free to publish it, and make any changes needed to do so. We'll likely want to change the authors etc here to something like sequencefile contributors.
