missing flows

https://github.com/okta/workflows-templates/tree/master/workflows/oig_access_request_conditions seems to be missing 2 flows: "Generate Group List with ID" and "Process Resources For Condition"

the workflows have default values which i have to override each time, or maybe Save Inputs will work.

also, i had to

1. in Okta, add the okta.accessRequests.condition.manage scope to the OAuth app (i think this is necessary)
2. in owf, edit the connection, add the scope there, too, and reauth
