Error: Load timeout for modules: ../d3.v2.js

I'm checking in chrome Dev Tools Slow 3G Network to load the files. it will return the below error.
"Error: Load timeout for modules: ../d3.v2.js"

It's the large web-app i'm using require js and OCLazyload, but the above error in mentioned js files are Loaded from OCLazyLoad in chrome 3G network ...

Please help anyone to close the ticket
