Add imputation flags

Add buffer around the city - many city boundaries exclude areas

Instead of a city can a county or a group of counties be run?

change the name of the output folder to be the name of the city/county

look at changing the output file names

• Check to see if the HUI adds up.
• Check to see how many housing units have buildings.
• Check to see if BRAILS++ drops housing units with missing buildings
