[Bug]: VFS - Excluded files should not have a right-click option.

Bug description

A file with an exclusion rule present in the exclusion file should not have any options available in the right-click menu (Free up space, etc.) in VFS mode.

I have an excluded file that was in "Syncing file" mode (I don't know why or how). I tried clicking on "Free up space," and it broke the synchronization of all my accounts (the message "Pending sync" is now permanently displayed).

Steps to reproduce

1. Right clic on exclude file
2. Clic free up space

Expected behavior

It is impossible to perform this action and for everything to go smoothly.
