enable multi language message templates #517
Description
Split up the existing templates to have english and welsh versions, and to pick the appropriate one based on langauge. The template selection method should fall back to english if no welsh template is available as there will always be one
- update template selection code to be language aware
- add welsh templates for all existing templates
