滚动条组件不生效

我的是angular4工程，通过npm 安装malihu-custom-scrollbar-plugin后，添加了js和css，创建了CustomScrollbarDirective指令，在html模板中

代码如下，但是页面的水平滚动条没有出现，请问是什么问题导致的呢？
