Patch reconcilier

This is a feature mainly for the Everdrive 64.
It wants patches in `ED64/patches` named `{CRC1}.{ips,aps}`.
List patches, find associated games in the ROMS dir, and then show:

* Patches without ROMs
* ROMs without patches
* Patch <=> ROM pairings
