FDC3 2.0 Conformance Test compatibility #105

The library is unable to pass the FDC3 Conformance Tests.
Describe the solution you'd like
Address missing capabilities in order to allow the library to pass the test suite. Benefits include acquiring a badge of compatibility and allowing consumers to have confidence that all parts of the standard are supported.
Additional context
When attempting to run the Conformance test suite several missing capabilities were found including (but possibly not limited to)
- Timeouts for
- messages sent to agent
- flaky connectivity
- Not listening for a closed app event leading to closed apps displayed in the Intent Resolver
- Partially qualified app resolution (without DA) - Should the desktop agent support both unqualified appIds and fully qualified ones? finos/FDC3#1475
