Create developer teams for each service based on repo commit history

Analyze recent commit histories in the mitodl/mit-learn and mitodl/ol-infrastructure repositories. Identify logical groupings of services and assign teams of developers to each service, using contributors as a starting point. Document each team, the corresponding service(s), and provide guidance for refining team membership in future iterations.
