[Feature Request] 16:10 (aka 16x10) aspect ratio output

16:10 screens are becoming popular again, especially on laptops and PC handhelds (particularly the Steam Deck).

There are also several widescreen patches for games that use a 16:10 aspect ratio - presumably due to the Twilight Menu homebrew's own widescreen mode using a 16:10 ratio for whatever reason

The 3DS's top screen has an aspect ratio of 5:3 (400x240). The hardware scaler the 3DS uses for DS(i)/GBA mode isn't quite capable of reaching the full 5:3, so the best you can do is 16:10 (384x240), which is close enough.

Also, the 3DS's bottom screen is still 4:3, so most 16:10 codes intended for the 3DS don't touch the bottom screen. So it would be nice to support individually setting each screens' aspect ratio.

melonDS already has this ability though...? (it's even right in the very same "Aspect ratio" menu)
