ALWAYS SHOW Sound Icons (for All Tabs, all the Time)

Could someone help show me the CSS for Sidebery that would solve this?

Current Behavior:

• When unmuted AND no sound detected, HIDE sound icon (which is what Firefox does by default...)

Desired Behavior:

• When unmuted AND no sound detected, ALWAYS_SHOW sound icon

Why? I just want two modes, muted or unmuted.
Also, it keeps the Tab Titles from shifting when no sound is detected.
