grafana: don't alert on interfaces whose link status != 'activated'

Once these prerequisites are met:

1. get all DIA/CYOA interfaces onchain
2. get subinterface counters in influxdb (slack thread)

Update Grafana interface alert rules to filter out all interfaces other than those associated with DIA/CYOA/links.
