Add support for ARM64 machines

If Resvg give additional package for ARM based architecture, anyone who used such devices would be convenient to run this library or any utility based on this.

I requested this earlier as well #681 but at the time it wasnt accepted.

That modifies the CI pipelines to publish arm64 binaries.

Its fairly straightforward and I'd be happy to create a pull-request if the maintainers are open to publishing arm64 binaries
