Deprecate `tape_benchmarking` in favor of public hosted data

The initial vision of this repo has not panned out, as ASV benchmarking has handled repo-level benchmarking and we have the ability to host public datasets. We should migrate the two datasets (S82_rrlyrae, S82_QSO) to our public host, then delete the repo and remove Ensemble.from_dataset in favor of generic from_parquet calls that point to the web-link.
