Add a simpler way to install the CLI on Windows machines

Most of our options for installing the CLI are aimed at Linux and Mac. For Windows the options are: using curl (or downloading the zip file directly), Docker, or building from source (if using Windows Subsystem for Linux).

These are ok, but it would be nice to have something as simple as installing via Homebrew available for Windows.

There are a few package managers for Windows - e.g. WinGet, Chocolatey - so this seems like something we could offer fairly easily.

Goreleaser (the tool we use to release the CLI in all the formats) supports releasing to chocolatey. We need to investigate how to setup a chocolatey repo to publish to.
