TIER0 analysis test assertion misbehaviour on Windows

There is analysis output assertion failure on TIER0 java analysis test (containerless windows), but test output in report looks fully OK (output.yaml as well as static-report contain expected 2 issues with mathcing files, lines, messages). Printed output got vs. expected diff is also empty. It is needed re-test it on windows machines and try find the problem. Initialy reported by @ibragins.
