Should Relay respect a license's max machines?

E.g. if a license has a max machines of 5, should Relay allow 5 nodes to lease that license? This assumes a 1:1 mapping of "node" to "machine," which is not always the case (e.g. a "node" can often represent a "process" for some, "users" to others, etc.)

I'm leaning towards Relay playing dumb here, but open to discussion.

We could add a new --lease-by flag to serve, with options:

1. license: lease nodes by license (the default, matching current behavior)
2. machine: lease nodes according to maxMachines
3. process: lease nodes according to maxProcesses
4. user: lease nodes according to maxUsers

Worth thinking about, but not sold on it.

We'd need to move to a new leases table since licenses would be one-to-many nodes (with nodes still one-to-one).
