Idea: allow compiling Relay with a predefined set of license files

This mode would compile Relay with a virtual fs that contains the license files, instead of storing licenses in the database, and would disable the management CLI altogether. This would be for users that don't want to go on-site to setup a customer environment, instead distributing a precompiled binary with the customer's licenses preloaded onto it.

Would be a nice addition to #35 since we're already custom compiling Relay. Would simplify deployment of Relay.

I feel like this could already be solved by simply distributing Relay alongside a predetermined database file, all wrapped up in a tarball. I think I'm going to put a pin in this unless there's some other use case I'm missing here.
