Idea: allow overages via JIT license creation

E.g. on overage, hit an internal or vendor controlled endpoint that should return a new license file and key to be stored by Relay, communicating with Keygen to create and checkout the new license.

Would require the internal endpoint to have internet access, so just an idea.
