Dashboard feature: “Lab Pool / Lab View” to showcase lab capacity, coverage, and health

KernelCI's dashboard is great for browsing results, but it’s hard to answer: “What does each lab contribute to the community?”
In terms of capacity, device coverage, and reliability.

Request:

Add a Lab Pool / Lab View section in the KernelCI's Dashboard that summarizes each lab’s contribution and current status. (This also aligns with ongoing discussions about adding a “Lab View” with lab filters/tagging.)

Proposal:

Lab directory page

• List labs with: lab name, recent activity, top device types, completion rate (pass/fail/incomplete)
  Lab details page
• Per-lab: device types covered, recent runs, and basic reliability trend (e.g., completion rate over time)
  Filters
• Allow filtering existing views (Hardware/Trees/Issues) by lab and optionally lab tags (when available)
