Tests for Python 3.11 were temporarily disabled in GitHub Actions by 5050cdd when conda was unable to install a basic Python 3.11 environment (prior to installing any of neurotic's dependencies) due to package conflicts. Presumably, this issue is temporary and will resolve itself in time.
