`pane-header` doesn't respond to dark theme

Reproduction steps

Take a look at a table using pane-header, e.g. used by the matrix auth plugin in yourJenkins/manage/configureSecurity/ and notice it's not colored.

Expected Results

The panes are colored as intended.

Adding the class jenkins-table mostly fixes it although it throws off some alignment that will need some other fixed.

There's been a few other instances of this similar issue and the plugins have mostly been adopted to jenkins-table or other UI improvements instead

This is a regression in dark-theme-plugin 564 (per https://issues.jenkins.io/browse/JENKINS-76031?focusedId=456111&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-456111). It didn't look (this) broken, now it does.

I'm still going to merge and release the PR in matrix-auth-plugin, but it's still themes' responsibility to not break the UI this badly.
