configs step key

We maybe should add a configs step key which specifies globs to tool configs.

The semantics would then be "If a config file changes, hk runs on all files in the repo which match the glob/types", otherwise when you change a config hk will likely not catch issues due to config changes. (But we can't re-use glob since we don't want this file in {{files}})
