Remote hook configuration

Hello !

Remote hooks are possible with hk/pkl.
However, there are limitations due to the choice to use pkl and its packages.

I've created a repository that is self explanatory : https://github.com/joevin-slq-docto/remote-hk-hooks

But in a few words:

• deploying remote hooks in an organization is tricky as pkl use a simple http client forcing us to expose the repository publicly,
• even if the pkl package can include a remote script, it cannot be easily executed from the check of hk.

Thanks to the use of git, theses things are possible in pre-commit/prek/lefthook.

Does pkl support netrc? I think regardless this should be something that should be a part of pkl not hk

100% agree, but when looking pkl-core/src/main/java/org/pkl/core/http/JdkHttpClient.java or java.net.http.HttpClient, netrc doesn't seem to be supported.

java.net.http.HttpClient doesn't even to support TLS proxies (see BaseOptions.kt or this sidenote)
which is a problem when using an authenticated proxy

Perhaps we can tweak pkl using props like javax.net.ssl.keyStore to provide a client certificate to establish a mTLS connection, but it's getting complex.
