Description
As least one of the functions of packages in VO-DML is to create a sub-namespace - there is an open question as to how to serialise the members of packages in XML - currently the tooling assigns a namespace to the top level of the model and then creates names within the model with "." separated names for the VO-DML namespaces within that top level XML namespace.
