Make the metrics and generic idb viewer respect timezone preferences

The metrics IDB and generic IDB viewers currently just show all timestamps in the user's timezone. This can be confusing when cross referencing events in the metrics with logs.

We should:

• Instantiate the date objects with the proper timezone according to the user's preference
• Add a label of some sort on the metrics view to indicate the timezone being used

There is already a Timezone option in preferences that is specific to Log View currently. We could modify this preference to apply to all timestamps in the Kindling application and use this for time formatting.

I started working on implementing this today. Right now a lot of the time zone specific settings and formatting is pretty tightly integrated with the WrapperLogPanel.kt so I'm trying to abstract this out into a separate file so we can easily access SelectedTimeZone for the preferences menu as well as time zone formatter method.
