Publish latest version to bazel registry

Hello,

Amazing work with rules_syft. I'm currently working on migrating. a repo to bzlmod but I noticed the latest version of rules_syft isn't published to the bazel registry.

Would it be possible to get that in the registry? I'm also happy to take that work on, if you can point me in the direction of how to do it.

There are some issues with the build but due to some life/professional issues I haven't yet found the time to fix it all up. I am hoping to get around to it over these christmas holidays.

FYI @keegancsmith and @BolajiOlajide have a new PR going into BCR now. Hopefully it will pass. I've had to finalise migration over to a newer structure of the template rules repository etc...
