Update info in ops repo for devops rename

Overview

as part of #108, we need to update content in the 'ops' repo, which will be renamed to 'devops'

Action Items

• in the ops readme.md, replace all instances of 'Ops' to 'DevOps'
• in the ops contributing.md, replace all instances of 'Ops' to 'DevOps'
• in .github/ISSUE_TEMPLATE/offboard-ops-cop-lead.md, change instances of 'ops' to 'devops'
• in .github/ISSUE_TEMPLATE/onboard-ops-cop-lead.md, change instances of 'ops' to 'devops'
• in .github/ISSUE_TEMPLATE/recruit-new-lead.md, change instances of 'ops' to 'devops'
• in .github/ISSUE_TEMPLATE/blank-issue-form.yaml, in resources, change 'ops' repo link to 'devops'
