Should this script work with a join between two feature classes or is it only for a feature class to a table? I am running the script but it is not returning anything nor is it giving any errors.

That script isn't very easy to use to be honest. You basically have to modify it to your needs. It is meant to be placed in the Label Expression box. Set the Parser to "Python" and paste your code in.

I'd recommend using a text editor like notepad ++ or something to modify your code first, then paste it in to the arc map dialog. That way your tabs don't get messed up at all.

You can also use it in the Display Expression for data driven pages..etc -
