chat.disableAIFeatures does not hide the chat #643

The chat.disableAIFeatures setting does not hide the chat.
Steps to Reproduce:
- Open VS Code settings
- Enable the Chat: Disable AI Features setting
- Observe the CoPilot chat window is still present

Expected Behavior
Enabling the Chat: Disable AI Features setting should "Disable and hide built-in AI features provided by GitHub Copilot, including chat, code completions and next edit suggestions."
