htpasswd unable to install in windows

Hi,
I'm running npm version (9.6.6) and node version (v18.15.0). 
When I run the command "npm install -g htpasswd"
$ npm install -g htpasswd

changed 20 packages in 2s

but the utility is not installed..
I don't have admin rights in the machine. not sure if that is causing the error.
