I'm guessing it's simplest to just do a checkout of flutter/stable and flutter/beta directly on CI instead of using a third-party action. Continuing to investigate.

Dupe of #810. I wonder why #802 is still affected then...

Ah, okay. The story probably went like this: #802 got affected because I was trying to test it without first merging in the fixes from #812 (which I was unaware of at this time). Confused, I mindlessly merged #815 into main, which likely reintroduced this issue. I'll probably revert that and think about a better long-term fix later.
