FDS-SMV 6.10.0 minor release

Today we pushed up a new minor release. As a reminder, a minor release indicates moderate changes to functionality and the entire validation suite has been run with this new version. We try to maintain a degree of backward compatibility, but with a minor release this is not guaranteed. So, please refer to the namelist tables at the back of the user guide if any of your input files throw an error.
