Add admin interface for certain operations

We could consider adding some admin interface for common operations. @viktorsmari evaluated this some years ago in #191, with the idea to add a rails plugin.

We can evaluate the idea of having a small interface for the most common operations:

• User roles
• Create measurements, sensors
• Device ownership operations
