time stopping criterion

At the moment `cap_max_days` in `sim_opts()` is based on the latest symptom onset as soon as it occurs - this doesn't make much sense to me (as it means someone with a really long incubation period can stop the simulation) and also doesn't match the description well. Should we instead simulate until all new infection times are later than this and then truncate accordingly?
