Test Release 2: Major Movement Power Overhaul
This test release fixes -many- buglets and misbehaviors of the original
test1 release, and is in general acting pretty correctly, at least as
far as I can tell. Check the release notes for the previous test
release to see what this is all about:

Noteworthy changes in this release:
* Many help, test, tooltip updates to clarify intent and behavior
* Kheldian teleport logic now fully integrated instead of off in its own
code path.
* Kheldian "use shield when switching to human form" concept removed for
Homecoming, since toggle suspension does that for you. Still there
for Rebirth players.
* Many updates to the enabling / disabling / showing / hiding of
movement controls depending on context. This is approaching being
correct.
* Sprint Mode is much better integrated, both as SoD and Power Toggle;
previously it was still sort of thinking it was the default at all
times. Now it acts just like the other modes in approximately all
cases.
* Super Speed + Super Jump mode has been better plumbed through all of
these changes and seems to work well.
