Potential issues with route substates

Substate routes like application_loading cannot be found in a strict resolver application.

Partly due to us dasherizing the underscore away, we probably need exceptions for _loading and _error substates.

Also seems the route is not registered in the router, but I'm not so sure on why on that front yet.

enableLoadingSubstates is set to false when this resolver is used.
